This is why the best solution is to use hardware tracking. It may be OK for clean chords but you need effects happening if you want to manipulate them properly playing. Of course that method sucks big time too. This means you're signal would be 100% clean and you'd add your effects when mixing only. The only way you can get zero latency is by monitoring the unprocessed signal. They all know computers have latency and typically avoid talking about latency because they know it will hurt their sales if the buyers knew it just how much latency there is, far too much to get your notes to align properly. I realize allot of manufacturers are writing software they promote as substitutes for hardware. What good is that speed if the data must be held in temp memory while the CPU is being forced to do all this math before writing to the drive. Something like Thunderbolt 3 or PCIe is millions times faster then USB2.0. You also have different speeds depending on the ports used.
The type of computer has a far bigger impact on latency then the interface does. You also have latency going in and coming out which is typically much higher then one way. You get latency from the Interface, you get latency from the communication port, you get latency from the computer buss, you get latency from the computer clocks, you get latency from the memory chips, writing to the drive and you get latency as the CPU processes the audio applying algorithms. From my own experience I can only assume they are full of crap. I'm sure you've likely heard people say they have these super low latencies.
